Rain fell in many parts of Hebei, with uneven distribution. Heavy rains hit northern Zhangjiakou, northern and southwestern Chengde, and parts of western Baoding. Fuping and Kangbao were hit by extremely heavy downpours. Rainfall in Fuping reached 375.2 mm, and hourly rainfall from 6:00 PM to 7:00 PM on the 25th reached 115.4 mm. Both daily and hourly rainfall broke local records.

In Fuping County, heavy rain caused widespread flooding. Several videos showed floodwaters submerging cars, leaving only their roofs visible. Roads that were previously passable turned into fast-flowing rivers. As a result, residents' lives were disrupted, forcing them to stay home.
