Warm, humid air poured in, creating unstable atmospheric conditions, causing heavy rain in a short period of time in northern Mie Prefecture on the evening of the 12th. According to the Nagoya Regional Meteorological Observatory, Yokkaichi City in the prefecture recorded 123.5 mm of rainfall in one hour, the highest ever recorded.

In front of Kintetsu Yokkaichi Station, heavy rain flooded the area, including roads and shopping streets, causing chaos as many cars were trapped. Around 11:30 p.m., a restaurant employee pulled his car, which was parked in the underground parking lot in front of the station, onto the ground, but was unable to move due to the flooded road and had to abandon the car.
