The Hong Kong Observatory issued the first Black Rainstorm Warning Signal of the year at 9:10 a.m. Hourly rainfall exceeding 100 millimeters was recorded in the Eastern and Southern Districts. During the heavy rain, numerous videos circulated on social media showing flooding in Chai Wan.

At the Chai Wan Road roundabout, a flood-prone area, vehicles were seen wading through water. The "Wade Line" markings were still faintly visible in online footage, but much of the road was submerged in muddy water.
